Conseil Général des Yvelines (CG78) will take over the role as technical coordinator, and Parthenay will take over the role as financial coordinator.

Parthenay is also a pilot user of FAST in France. Therefore Parthenay’s expertise in deploying FAST is of high value for the project regarding long term sustainability, dissemination, and project management, helping ensure the smooth management of the FASTeTEN project.

About Parthenay

Parthenay is a small, rural city located in the Poitou-Charente region of western France (18,500 inhabitants). It includes an urban community encompassing six communes.

Since 1996, the community of Parthenay has been developing several eAdministration services. The main objective is to develop innovative solutions in order to improve the lives of citizens.

eAdministration main applications

 Legality control using the FAST platform: Parthenay uses the FAST web portal to send its decisions (legal acts) to the agency level of administration responsible for checking that the decisions comply with French law.  Birth certificate validation using the FAST platform

• Two French social organisations responsible for managing social benefits (CAF, MSA)
• Five authorities within the département of Deux-Sèvres (Bressuire, Thouars, Niort, Saint-Maixent-l’Ecole, Parthenay)
• The National Institute of Statistics and Economic (INSEE) exchanges electronic XML information for checking and validating birth certificates

 Financial exchanges using the FAST platform Parthenay and FAST CEE structure are working in conjunction to enable authorities to transfer their payroll information, purchase orders, budgetary data and other documentation to the French public accountant – the Trésorerie principale.

 A national project named CVQ (carte de vie quotidienne) Using a smart card, a citizen of the community pays and accesses community services such as schools, swimming pools, and public libraries.
Payment is possible from a family account. The account can be credited through a web portal http://www.cc-parthenay.fr/cvq or via a credit access point.

Type and use of ICT

Each community building is connected by a fibre optics network, as are the 12 ’Digital Spaces’, encompassing more than 98 computers. More than 50 servers are connected via a high-speed backbone.

Main contributors
The IT Service, which monitors usage, has 11 employees and develops tools and networks. While the Information Technology Service offers technical support and develops applications at the request of other community services and stakeholders. Parthenay also has a 24-hour helpline open seven days a week to field questions.

Main beneficiaries
Citizens, the local administration, the national administration, employees of the locals administrations (town hall, Community of Communes, action social service), etc.

e Administration Activities

 Provision of 12 public access points, known as ‘Digital Spaces’ (with around ten PCs in each, with free internet access, scanners, documentary videos, a database and cable television access).

 Internet access for all inhabitants, including a free e-mail address. Since 1996, the city has taken on the role of Internet Service Provider.

 Equipment for schools (one PC per four students) and the creation of a specific Intranet network for primary schools.
